What the hell is MetaBank?

Hearing about the Debit Card deal on the $1,400.00 ‘stimulus payment’ that is supposed to be coming, and not being able to ‘understand’ why a credit card company would have more access to ‘poor people's’ mailing addresses than the US Treasury, I got on the ‘Net’, and checked them out. Anyone that is interested, and has a computer, or a smartphone, and access to the net can do the same thing, if they are not too lazy. To me MetaBank is kind of scary, and I wonder if there was some ‘under the table money’ between MetaBank and the Treasury. This ‘shot’ we are only talking about Seven Billion , but I also fail to understand why it wouldn't be a lot simpler for the US Treasury to just send folks a check, rather than turn it over to a ‘shaky’ little company that hopes to earn a bunch of money from ‘fees’, if it doesn't take out a Chapter 7, after they pay the bonuses to their top executives.
